Brown sends 5M to Zimbabwe - shouldn't he send the same to Somali pirates for fairness?

after all, all African aid is either embezzled or wasted in one way or another. Shouldn't this money really be given to indigenous Brits being put on the dole scrap heap by New Labour ?!
