As a fantasy commissioner should I allow this trade?

I don't think you can reasonably disallow the trade at this point. Addai is slightly out-performing Turner at this point (pts/game using standard Yahoo scoring) and it's a quarter of the way into the year. You can't block this just because Turner was a stud last year.
